The starfish approach is a good way to make the problem much easier to solve.
The problem I have is trying to make positive changes for the sake of foster kids. We have gotten the message loud and clear that the state's interests come first, then the interest of the bioparents – and the interest of the foster kids come after that. Not much is left for foster kids. Of course, maybe what we think is good for foster kids is not always a popular idea (like allowing them to go rafting with our bio-kids).
